Floyd G. Arnold, 76, of International Falls, passed away Friday afternoon, July 4, 2008 in his home with his wife by his side.
He was born in Kingston, Minn., on Sept. 6, 1931, to Ernest and Venus Arnold. He moved to International Falls with his parents as an infant where he was a life long resident.
He served in the U.S. Air Force from 1948 to 1952. When returning from duty, he started working for Boise Insulite Division in 1952.
On May 29, 1954 he married Virginia Koch of International Falls.
Lorrayne Mary Charnell, age 69, of Prescott, Wis., died Tuesday, July 1, 2008, at her home.
She was born March 12, 1939, in International Falls, Minn., the daughter of Gus and Mary (Lukaskie) Charnell.
A former Honeywell employee, she retired in 1999 and was a member of Teamster Local No. 1145.
Opal Ovidia Wagner of International Falls, Minn., died Thursday, July 3, 2008, at Falls Good Samaritan Care Center. Opal was 99 years of age and the last one of 12 children born to Simon and Ingeborg Hafdahl.
Opal was born June 15, 1909, at Beltrami, Minn.
As a small child she and her parents along with four other siblings moved to Fairland, Minn., from Beltrami where her father had filed a timber claim. They moved to a log cabin Simon had built for the family. Six children were born there. The family then moved north to Loman and the last child was born there.
International Falls City Council is expected to consider a proposal to develop a comprehensive wetland management plan tonight when it meets.
The Falls City Council meeting is scheduled to begin at 6:30 p.m. in the council chambers at the Municipal Building.
The council is scheduled to hear a proposal to develop a wetland management plan from Julie Kennedy, of the Grand Rapids engineering firm, Short, Elliott, Hendrickson. The plan is expected to aid the city in development.
The Koochiching County Board is expected to approve a conditional use permit for a rock quarry near Clementson at its meeting Tuesday.
The meeting is scheduled to begin at 10 a.m. in the courthouse boardroom.
Bowman Construction has proposed to establish a 4-acre rock quarry on an 80-acre site west of County Road 89. The county board tabled the item at its June 24 meeting to allow Bowman Construction more time to discuss the proposal with area residents. The board is scheduled to discuss the issue during Environmental Services Department business at 10:45 a.m.
Two incumbents have filed for positions on the Koochiching County Board.
Filings for the Koochiching County Commissioner District 3 position and District 5 position opened July 1 and close July 15 at the Auditor’s Office.
Kallie Briggs, who now holds the District 3 position, and Mike Hanson, who holds the District 5 position have filed for the commissioner positions.
No one has filed for positions on the Koochiching County Soil and Water Conservation District.
Over 100 people participated in the Second Annual Bronco 5K Run/Walk Friday morning starting at the Falls High track
The event is a fund raiser for the Broncos Track and Field Boosters and the turnout was larger than expected.
“We had 47 runners signed up before the morning of the fourth and the rest registered on race day,” Broncos girls’ track and field coach Jen Erickson said. “We had an unbelievable turnout for the race. We were hoping to get maybe 20 to 25 people signing up on the morning of the fourth, but the number went way beyond our expectations.”

Still all morning, wind coming up from SW and blowing like hell all afternoon. Partly cloudy in p.m. Today was Sally’s [fourth] birthday and I believe she enjoyed it all. There is no doubt in her mind now that she has left her babyhood behind her. The three bears went over big. Layna made a cake with candles and all the rest of the trimmings. It won’t be so very long before our little girl won’t be so proud of her birthdays.
