VNP receives funding for tour boat on Rainy Lake

By 2010, Voyageurs National Park will once again have a 49-passenger tour boat on Rainy Lake to serve park visitors.
Acting Superintendent Raoul Lufbery announced that VNP received $1.4 million to build a 49-passenger tour boat for Rainy Lake. The funding for the boat comes from the 2008 Federal Lands Highway Category III — Alternative Transportation Program.
The boat is expected to be built as a “first-class boat” with two levels, Lufbery told the Koochiching County Board Tuesday.
Local officials voiced their support for the park’s plans for the new boat.
Koochiching County Board Chairman Wade Pavleck called it a “critical accomplishment for the park,” especially considering the number of visitors that do not have a boat to access the park. According to Lufbery, 40 percent of visitors to VNP do not have a boat to use in the park.
On Monday, Lufbery told the International Falls City Council about the plans for the boat. His announcement was met by applause by councilors.
“This is wonderful news,” said Falls Mayor Shawn Mason.
Lufbery told the council that the boat will serve as the flagship of Rainy Lake.
The success of the funding request is a result of a cooperative effort by park partners, local government, and the park, according to Lufbery. The park’s funding request included letters of support from the city of International Falls, Koochiching County Board of Commissioners, Voyageurs National Park Association, Friends of Voyageurs National Park, and the International Falls, Rainer, and Rainy Lake Convention and Visitors Bureau. These organizations consider tour/shuttle boat operations to be a linchpin to the tourism sector of the region. U.S. Rep. Jim Oberstar also supports this project through his chairmanship of the House Committee on Transportation and Infrastructure.
The tour boat will allow the park to restore consistent tour boat and charter services on Rainy Lake. These services have been inconsistent since The Pride of Rainy Lake, owned and operated by Bob and Mary Hilke, left Rainy Lake nearly ten years ago.
The boat will accommodate full class-size school groups for field trips into the park. The boat could be used for charter events that highlight the park’s significance. The park would also be able to accommodate requests for special tour/shuttles in support of community events. Planned interpreter-led tour boat programs include a cruise about the Rainy Lake gold rush, including a stop at a historic gold mine site; a cruise into the back bays and protected areas of Rainy Lake that are abundant with wildlife; a sunset cruise that highlights bald eagles and the park’s significant scenery; and a 35-mile boat trip to the Kettle Falls Historic District. The park plans to eventually have a concessioner operate the tour boat.
The main staging area for the boat will be the Rainy Lake Visitor Center. However, after the proposed Voyageurs Heritage Center is built, expectations are that some charter and educational trips would originate from that “port of call.”
The 50-foot long tour boat will be an all-weather, fully accessible 49-passenger alternative-fuel tour boat with advanced bio-diesel engine technology. Passengers can view the park’s wildlife, geology and scenery from an enclosed lower deck or an open-air upper deck. The two engines used for drive power will be Cummins QSC 8.3 with a computerized rail fuel distribution system which are more fuel efficient, cleaner “green engines,” that meet the latest requirements of the Federal EPA standards for emissions. Fuel used will be either a bio-diesel 80/20 or 70/30 blend. Advanced engineered “tunnels with props” will be used for propulsion to increase fuel savings. Naval architect projections show a 40 percent efficiency in fuel use with tunnels and props when compared with standard jet drive propulsion systems.
A hydraulic steering system along with side-power bow thrusters will be installed for better vessel handling and assisting with docking in high wind conditions. The vessel under maximum loaded conditions will draft 3-feet, 4-inches making it very usable in most shallow water back channels.
A 3KV electric engine inverter with battery backup will be used to power boat accessories and appliances. This system will save additional energy when compared with a traditional stand alone electric generator.
Through project funding, a naval architect completed design specifications for the boat in 2007. Now the National Park Service will solicit for a contractor to build the boat. If all goes as planned the park will offer programs on the new tour boat starting in June 2010.

I'm just not thrilled with the statements "...a cruise into the back bays and protected areas of Rainy Lake..." and "The vessel under maximum loaded conditions will draft 3-feet, 4-inches making it very usable in most shallow water back channels."

It wasn't long ago that there was talk of keeping boats out of the inside channel and making it a no wake or paddling area. Now they want to take a 50 foot boat with twin screws into shallow water back channels. Hopefully they do this at slow speeds so they don't rile bottom sediments and place them into suspension.

TJ, I don't think the statements from Blackbay are anti-park,not my back yard statements, I think he knows that this has potential, but he is a fish bio/specialist and knows what suspension and large boat presence can do to shallow water ecosystems. We are hoping the park does the right thing but again his concerns have merit based on his field of work. I for one think this can be a good thing as long as the park takes advice from DNR experts like this man. By the way, I agree with Blackbay, don't fish Black Bay, it is a fresh water Bermuda Triangle. Things have been know to disappear there, like PROPS.

A "no wake zone" or "paddling area" through the inside channel?? Are you JOKING!!!! How "tree hugger" can you get. People have been using that as a way to escape the elements on the main lake for decades, and there are still fish left in the lake! Just last summer I brought a few people up to the Falls for a cruise to Kettle Falls, and when we came out of the Brule, you would think it was "Gilligans Island" all over again! They sure were glad that I knew this "calmer" route! Just curious, how often would a tour boat need to use the inside channel. Is there some great vista to be seen in the channel, or are they ALSO caught in the "high seas" once in a while? What is the danger of the "in suspension" theory?? Is this a danger to the main breeding area for the walleye?? Global warming and water "in suspension", will the planet survive??

So if you are telling me Blackbay is someone whose name and intentions I should know, I accept your statement. But very often on this site the message has been anti-tourist, anti-park, anti-everything that smacks of progress away from the single-employer paradigm, so when a voice known only as Black Bay jumps in with the first comment after a big announcement and it is negative, I respond. Medium tends to be message with this DJ site. Anybody who doesn't use their real name or a reasonable facsimile has to understand that their credibility in the "real world" will not carry much weight here.

But my best walleye day ever as a kid was in Black Bay on opening day when I pulled twelve keepers -- and we aren't talking snakes -- over the transon of the ViRus while Ben Neimi, a better than average angler and musician fishing on the other side of the boat, was strangely skunked.

Thank you, good story, I agree that sometimes we sound like we hate things when in fact we are afraid. I was a bit concerned because I remember how the wake of the PRIDE affected the lake as it went by but this boat will not do that and I hope it is a boat that serves as a site/ferry vessel. Blackbay and I know each other, he like I just want to make sure concerns about the park are heard and solutions are found to benifit all. Ben, I remember him, just because you can blow a horn doesn't make you a good angler, but don't anglers blow their horn all the time, and I remember many days on the bay, all good even when it was a dead sea.

TLJ, I'm not anti-park. I'm not fond of some of the past management though. I do see value in it and I'm glad that the entire Minnesota side isn't developed. With that said the national park service should have let the private land owners keep their property but limit any further building. That whole issue is basically said and done though.

On topic now. Here's a idea. How about the park use this new boat to bring people to the Kettle Falls Hotel for X number of day stays. People could rent boats, canoes, fish, hike, etc. The boat would pick them up after their stay and bring them back to the Rainy Lake visitor center. Another boat could be run on the Kab/Namakan side to tour that part of the park.

That is a good idea. It would take a special kind of person to stay up at the hotel for a week but several days would be spectacular. I really enjoy jumping off the "cliffs" on the Canadian side. [Actually I don't but I have a son who really thinks its cool that his dad jumps off cliffs. I am more of the jumproping type].

Having had the experience of going with Bob Hilke, I am excited that the opportunity exists to go by boat again and let someone else do the driving. I remember a Hilke trip that used the main channel to get there and the inside channel to get home and must say that the return home, though longer, was much preferable due to the interesting locations.

Nice line of discussion, Blackbay and Doorsman. Has anyone figured out who you are?

AH, I can picture it now! The first annual Daily Journal Blogger's Convention takes the park boat on a tour up to Kettle Falls. 40 people leave for the trip up there, and when they return, one or two are missing!! I wonder who?? Still wondering about that water "in suspension" theory, and how it will ruin the "inside channel"?? TLJ, you are not the only one who wonders who the team of Blackbay and Doorsman are. Doorsman gave me a couple of big hints, but I still couldn't figure it out! Pretty sly of him.

Nice to talk to you again Roj, even if you were thrown overboard you know that country pretty good, I have faith of your survival. Suspension is as I know it is silt,sedimentation and organic breakdown and disturbance that big craft can have on shallow water. Then again, I could be mistaken, and do I owe someone an apology? Another hint, that should tell you where my cabin is,shallow water. By the way, we are the only two original McCain guys and we are headed down Penn. Ave, although I wish and hope he gets back to being a lone wolf and not cowtowing to that crazy way right faction. Remember President elect McCain, moderation. Opps, I straid, sorry. Brief digression.... "apology" and "shallow water cabin", that narrows it down to about 25 people, "throw me a bone" will ya?? If TLJ can figure you out from that, he is the "great one"!! Also, Doorsman & Blackbay at the "estate"?? Hmmmm.... And back to the "water in suspension" theory...., I have been checking it out for the past 24 hrs, and still don't believe the VNP boat would pose that big of a danger to the "inside channel". Maybe Blackbay can enlighten me, pls!! 2nd digression . . . ., there has got to be more than you and I pulling for McCain!! You have got to remember McCain has to walk a "fine line" to win in Nov. If he reaches too far across the aisle, then he is called a centrist, but if he pulls his arm back some, then the Demonrats say "he is afraaaaaid to "reach acroooooooss"!! So, what to do, "reach, don't reach", "reach, don't reach"?? My Brother say's he saw a sign in the Falls that said, "McCain - another 8 years of Bush". I would have never thought that. LOL..... Yes, saw him the other day but I did not talk to him so you can't call him and ask, sorry. I do not know if my known self will make or break our ability to chat even when we differ, hope not. Just think, if the Broncos would have gone and won state you would know by now but one day I will give you a hint that only you will know the true ID of DOORSMAN 54, besides, 65 knows, I do at this time compliment him for not outing me, as we disagree sometimes but again, you will get a hint that you can not miss and others will not understand. Thanks for the bone you threw me!! Based on your clues, I'm wondering if "You" know who I am!! Been racking my little brain all weekend trying to figure out who I know that has a cabin in shallow water. One comes to mind, but they have a big rock by the end of the dock, that likes to try to eat my prop! Based on Anton's sometimes rants, you have some kind of influence in town (or did have). Life's great mysteries really do get to us. When you get to the age I am reaching in two weeks, you realize that the only people you know in International Falls are either very old or people you might randomly meet in public. I will spend my nine weeks up there starting in two weeks and will likely rub shoulders with Doorsman and Blackbay but will not know it. As for you,roj, it gets kind of easy when your brother introduces himself to my mother as your brother [even when you once denied the existence of said brother].
The major problem I have now is that there are a few people I haveknown who no longer acknowledge me when we meet in the narrow aisles of Super One; something written about businesses north of 11th Street on highway 53. Or the GOP of Big Business. They are matched by the people who perk up when I use my name. "Oh, you are the Thomas L. Johnson." Actually, I am Tom. Period. "And who are you on the DJ site?" Silence. Lurkers.

I spent the opening weekend of fishing season in Chicago and had the best rainbow trout I have ever eaten; it was at a Swedish restaurant called Tre Kronor on the North Side. I recommend.

What do you have to worry about? Your blogs are very insightful and based on factual information. I on the other hand had to walk with one eye forward and one facing to the rear, the whole time I was in the Falls last summer. As for the Doorsman and Blackbay, I have no idea who they are. Doorsman gave me a couple of hints, and based on them, he could either be an ex-relative of mine, or some other nemisis I have encountered. As for my Brother's existence, he had threatened my life if I acknowledged his presense in the Falls, and his relationship to me. Something about "having to live in this town", while his little brother spouted off. But, I'm glad he came out of the closet. I think he could still be classified as a "lurker", though!!

If Blackbay is someone like Lee Grim, then I understand Doorsman's defense of him. That would make him -- or her -- a former RRCC student of biology.

If Blackbay is not Lee Grim, I apologize to the real Lee Grim. And excoriate the real Doorsman for presenting him as though he were Lee Grim.

Nevertheless, I think that bloggers boat party would be a great event. I would be on the return trip for sure but I suspect Anton would take the chance to shuck off his bonds of civilization and re-enter the primeval forest/lake. And I'm not so sure that Mongo/OgnoM would make it in such a completely silent environment -- he would be coming back in a straitjacket. And roj, you would be trying to pick up Michael Savage on the marine band radio just to cure the jitters that would set in. This isn't going to happen, so six shooter can put his guns back in the holster.

Tj, I am shocked that you would excoriate me. Blackbay is more conservative than Lee but he and Lee share much and we all have a few beers together and converse and share the same conservation phylosophy(sp),sorry, I don't have time to spell check. We do have some past negative feelings about the park but those feelings are tempering down. I think it is great about the boat, it shows a wish by the park to give back by offering something for people to do who do not have access to the lake and the park itself and at the same time give something to the local economy other than the fine employees and their buying power,which is great by the way. I think there is a future and don't be so upset when someone spouts about the park, it is getting less and less negative every day. See you next week BB at the estate. And yes, I am a former student of Lee's but Blackbay is not, he graduated with honors in bio and aquatic studies from the U and works in the bio/fish world, so he is no dummy even if he is a UPD.

I work in the Bio/Fish world also!! Shoot- em, trap em, spear-em and gut- em. All are eaten fried, smoked or pickled except for the furbearers which are used for bait. Beaver don't taste to bad though. Reckon I just got to try eating some of them Canadian Lynx sooner or later though!! Fish are biting in the river if you can rig for the current from shore. Will try below the grinder room sometime during the week as I think they are going to be biting good there also. Shinners would be good now but water to cold for them to spawn. I have not heard but expect Black Bay, Rat Root Lake and Cranberry were good if you got by the sleet and cold wind. Also, if you are a member of the Midiwiwin you are probably collecting or starting to collect various spring shoots for later medicinal use. Was just thinking that probably the First Nations people were the first great workers in the area, in the Bio/Fish department. Seems as if such a great job was done in the recent last several hundred years that we now have a laboratory in our back yards because of all the great work in the past. Of course a birch bark canoe or a 16 foot Aluma Craft with a 10 HP kicker don't draft much water but there are plenty of things to do and see in Black Bay thats for sure.
